How power sharing might work

My latest piece for RVA Magazine is a longer version of a tweetstorm I posted the other day. Control of the Virginia House of Delegates is up from grabs, but there's a 50-50 chance we'll have a 50-50 split. If so, here's some thoughts on how "power sharing" might work.
